Number of members of parliament
Parliament as an institution was created by the absolutist Constitution of 1818. Both orders, the clergy and the communes, were granted the right of representation by «deputies». The clergy elected three parish priests to Parliament. The communes were represented by the eleven council leaders and the treasurers of the communes. The Assembly of the Orders was summoned by the Prince once a year. It did not possess any rights as such, its only function being the «grateful» approval of the annual taxation.
